Functions of Kolkata RTO:
The Regional Transport Offices (RTOs) of Kolkata are engaged in the issuance and renewal of driving-related licences as well as vehicle-related registration, permits, etc. as mentioned in the Motor Vehicles Act, 1988. While the RTO offers online services through the Parivahan web portal, one can approach the RTO and get their required documents. Below are the primary functions of the Kolkata RTO:

The Director of PVD, Kolkata or any officer authorized by him is the licencing authority in the metro city of Kolkata.
The LL is valid for a period of 180 days, after which one needs to renew the LL. Also, one can apply for a DL after the lapse of a minimum period of 30 days from when the LL was issued.
You can apply for the DL test after 7 days.
Yes, you can apply for a duplicate DL. Ensure you produce an FIR along with supporting documents to get the duplicate driving licence.
For a non-transport/private vehicle, no need to get trained at any of the driving schools; however, for non-transport vehicles, the applicant should have trained in MTS (Motor Training School) and should get a certificate through Form 5.
The legal age to apply for an international DL or international driving permit, you should be 18 years of age.
For private two and four-wheelers, the RC is valid for a period of 15 years. Thereafter it has to be renewed every five subsequent years. As for transport vehicles, generally, it is 2 years after which one needs to obtain the Fitness Certificate (FC) and has to be renewed every year.
Your document(s) will be released from the court if the case is disposed of or from the compounding authority when the case is compounded.
Once the related fine or penalty is paid, you will receive a release order and then you will have to approach the custodian, pay the custodial fees to get your impounded vehicles released.
The case can be disposed of in two ways: by compounding or in the court. You need to appear and apply in writing before the compounding officer and pay the stipulated fine. While in the court, you can have the case disposed of in the court having the jurisdiction.
