No Objection Certificate for your car is an important legal document, especially if you have purchased the vehicle through a loan and/or if you have moved to a new State or within the State. While it is not mandatory to change the RTO in case you are moving within the state, you need to change the registration details in case you are moving to a different State.

Without the NOC, the new RTO will not register the vehicle within their jurisdiction. Additionally, if you are selling your car you need the bank NOC. The RTO will not remove the hypothecation without the NOC from the bank, which has provided the auto loan for your car. Hence, the NOC is an important and legal document that you need to obtain.
