The capital city of India, Delhi, is home to over 82 lakh active vehicles. The number of vehicles in the city is only rising, leading to more congestion on the roads and violations of traffic rules. Thousands of challans are issued daily, which often makes management difficult. Thus, the Delhi Government recently proposed an initiative where vehicle owners can pay the outstanding challans through a Whatsapp-based system.
The move is part of Delhi's efforts to make the challan payments even more efficient. Moreover, with the rising number of traffic violations in the city, the Government hopes this easy payment system will encourage timely settlements, reduce manual intervention, and improve overall traffic management. The initiative is also expected to cut down on long queues for paying challans offline and bring transparency to the fine payment process, helping Delhi's traffic enforcement.

This new system of challan collection is expected to be functional in the city within the next 6 months. The Whatsapp-based system will ease the entire process and become a more reliable source for receiving notifications about pending or new challans. This is because, many a time, vehicle owners do not receive updates about their pending challans and miss out on paying them on time. Thus, to avoid this gap, this new system will be a massive relief for both vehicle owners and the Delhi transport department responsible for managing challans.
Under this new initiative, the Delhi Government has proposed to introduce an Application Programming Interface (API) and WhatsApp Business for challan collection. This will help automate the notifications and payment reminders and send payment receipts. Moreover, as WhatsApp is today's most popular messaging application, this new process of challan payment will also improve the communication sent to the user.
This new system will be designed to send messages in both English and Hindi. As soon as this Whatsapp-based system becomes active, traffic rule violators will instantly receive a WhatsApp message that will detail all about the type of offense, date and time of the violation, as well as the penalty that needs to be paid. Along with this, a link will also be sent where the vehicle owners in Delhi can pay all the outstanding fines through BHIM, Google Pay, or other payment gateways. This new system will even support sending communication messages to the user in varied media formats like images, PDFs, etc.
Unlike the traditional method, where you had to pay the traffic fines through different portals like Parivahan and other government websites, in the new system, you need not pay via any third-party payment, and instead pay directly from WhatsApp business. Now, with this WhatsApp-based system, you can pay fines in a matter of a few clicks.
