If you are in Nepal and do not have valid documents as an Indian citizen to travel back to India, you must approach the Indian Embassy in Kathmandu in Nepal. The officials will issue you an emergency travel ID/Certificate to return to India. It is valid for a single return journey from Nepal, and you cannot apply for this document to travel to Nepal.
