What is Pradhan Mantri Krishi Sinchayee Yojana?

The Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) refers to the government’s irrigation and water management scheme launched on 1-7-2015 to reduce the reliance of agriculture on rain. 

This scheme has been approved for nationwide implementation with a budget of Rs. 50,000 crore over a five-year period. The central assistance provided to the State Governments will be based on their utilisation of funds in different years during the five-year period. 

If necessary, the total allocation for this scheme will be enhanced to fulfil the needs of the State Governments, ensuring the successful achievement of the objective to provide Water for Every Farm and Higher Crop Productivity with Less Water.

Features Of Pradhan Mantri Krishi Sinchai Yojana

The Pradhan Mantri Krishi Sinchayee Yojana comprises four major components, each catering to different aspects of water resource management and agricultural development.

1. Accelerated Irrigation Benefit Program

This aims to accelerate the implementation of ongoing irrigation projects to ensure their timely completion. This component focuses on major and medium irrigation projects and seeks to provide financial assistance for their execution.

2. Har Khet Ko Pani

This concentrates on creating new water sources, developing water storage structures, and promoting efficient water distribution networks. It also encourages the adoption of water-saving technologies like sprinklers and drip irrigation.

3. Per Drop More Crop (PDMC)

This is an essential component that promotes water-use efficiency through micro-irrigation techniques. It provides financial support to farmers for adopting technologies that help optimise water usage while increasing crop yield.

4. Watershed Development

This aims to conserve rainwater, improve soil health, and increase the vegetation cover in rain-fed areas. This leads to better groundwater recharge and sustainable agricultural practices.

  • Farmers of any class or division.

  • Farmers who own or possess land/s

  • Members of self-help organizations, trust cooperative societies, and producer farmer groups 

  • Farmers who cultivate land that’s on a lease

  • Farmers who are Indian citizens only

Objectives of The Pradhan Mantri Krishi Sinchayee Yojana

  • It aims to bring together investments in irrigation, focus on water use efficiency, expand coverage of irrigation facilities, and improve farm productivity. 

  • The program focuses on efficient water resource usage to maximise agricultural output and promote sustainable practices. 

  • Additionally, the scheme aims to explore how to reutilise treated municipal wastewater and bring increased private investment. 

  • The scheme also seeks to bring together various Ministries, Departments, Agencies, Research & Financial Institutions involved in water creation, usage, recycling, and potential recycling under a common platform. This allows for a comprehensive and holistic view of the entire "water cycle," enabling proper water budgeting for all sectors, including households, agriculture, and industries.

Undertake activities related to water harvesting structures and measures to augment groundwater.

Promoting crop diversification and implementing crop water budgeting to achieve the objective of "Per Drop More Crop."

Effective implementation of Pradhan Mantri Krishi Sinchayee Yojana

For effective implementation, the programme architecture adopts a decentralised approach at the state level, with a focus on empowering states to come up with their plans as per the District Irrigation Plan (DIP). A committee is responsible for finalising the DIP at the district level.

Additionally, the State Irrigation Plan (SIP) will be a combination of DIPs, serving as a platform with regards to activities pertaining to the water sector and the application of science & technology. The SIP aims to ensure a coordinated and effective approach to water management and development within the state.

PMKSY-Per Drop More Crop facilities

The programme provides the following facilities to farmers, as per the approval in the State Sanctioning Committee (SSC) and inclusion in the DIP.

1. Micro Irrigation

This consists of Drip Irrigation and Sprinkler Irrigation. 

2. Other interventions

Other interventions include micro-level water storage facilities, devices to lift water, pipes, and storage systems.
