In India, there are about 60 Lakh 40 Thousand villages in India. And the aim of the Saansad Adarsh Gram Yojana (SAGY) programme is to build Model or Ideal Villages for the betterment of the Indian society as a whole. The rural development programme was envisioned and has been put in place by our Hon'ble Prime Minister Narendra Modi who at the launch of the programme said he was inspired by the words of the Great Indian leader Mahatma Gandhi's vision for an ideal village.
Saansad Adarsh Gram Yojana (SAGY) was launched on October 11th 2014 by our PM with its goal to build three model villages or Adarsh Grams by 2019. In English this SAGY translates to "Member of Parliament's Model Village Scheme". The programme aims to holistically develop rural India with the active involvement of our Members of Parliament (MPs).
It is the aim of the programme to identify, select villages, and transform them into model communities by addressing the monumental gaps that hinders the growth and developmental aspects of a nation such as education, healthcare, livelihood opportunities etc.
Rural development paves way to any country's overall development and stature. Our rural communities are larger and indigenous in nature and by strategizing and focusing on its development will provide us with an economic growth surge and stability. As a substantial portion of the nation's population resides in rural areas fostering inclusive growth in villages can alleviate poverty, modernise and preserve our agricultural practices, generate local employment opportunities which can lead to overall quality of its inhabitants thereby uplifting India as a whole.
Saansad Adarsh Gram Yojana (SAGY) operates through a comprehensive and participatory approach between various stakeholders such as the local communities of the villages and the MPs.
Each MP adopts a village, gradually expanding to three over five years, with a focus on addressing specific needs and challenges that are unique to their living standards. The process begins with identifying villages based on consultations with local authorities and communities. After planning based on their gathered insights, the MPs collaborate with villagers to design a comprehensive development plan spanning education, healthcare, infrastructure, and more. Resources are allocated from various sources, including MPs' funds and government programs, while villagers contribute through active engagement in project execution.
Deeply rooted in the notion of inclusive and participatory development. SAGY seeks to address multifaceted issues such as poverty, lack of basic amenities, inadequate healthcare, and educational facilities prevalent in rural areas. Here are some key features of the Saansad Adarsh Gram Yojana:
A direct link between political leadership and social grassroots.
Identifying the most pressing needs and challenges of the villages through the lens of the people.
By involving the people directly in the decision-making, planning, and execution the scheme accentuates the significance of people's participation for the success of any government initiatives.
The collaborative efforts between the key stakeholders resulting in tailored development plans will ensure success of the program.
Providing comprehensive transformation in selected villages across several sectors including education, healthcare, sanitation, infrastructure etc.
Sourcing funds from various channels, including MPs' Local Area Development Scheme (MPLADS), government programs, and corporate social responsibility.
Fosters a sense of unity, a sense of ownership and accountability amongst the villagers through continuous encouragement of active participation.
The proposed scheme will regularly be appraised of the impact on social, economic, and cultural aspects of the villages.
Successful model villages will serve as examples for replication in other rural areas making scalability effective.
The programme also focuses on promoting gender equality by involving women in development activities.
Aims for long-term sustainability through a balanced approach that contributes to environmental and economic factors.
To ensure effective and impactful rural development, the Adarsh Grams are typically selected after carefully considering several factors such as the urgency of need within the village for comprehensive progress. Listed below are the key criteria in how a model village is selected:
Assessing Needs: Priority is given to villages in need of comprehensive development were key factors like poverty levels, inadequate infrastructure, and limited access to essential services are considered
Geographical Diversity: All model villages are selected from geographically diverse regions, including states, districts, and terrains, for providing and maintaining equity across regions.
Accessibility Check: Villages that are easily accessible to the key stakeholders allowing MPs and the Adarsh Gram to visit and actively engage in the development process will be given first preference.
The Saansad Adarsh Gram Yojana (SAGY) program aims to achieve positive & sustainable changes in rural villages with the help of the villagers. Some expected successful outcomes include:
Accessibility to Better Education: One of the key outcomes will be assessed by the increase in the number of kids going to school, their improved learning, and access to quality education.
Healthier Villages: At the end of the transformation there should be clean water, better healthcare facilities, and improved hygiene in the proposed model villages.
Improved Infrastructure: Better access to basic living amenities such as roads, electricity, and overall village facilities.
Increased Income: People from the model villages should have more ways to earn money, like farming or small businesses and thereby increase their overall living conditions.
Empowered Women: More women participating in key decision-making processes and work, leading to better gender equality.
Environmental Care: Villages taking cautions and precautions in taking care of their surroundings with cleaner practices for more sustainable living.
The Saansad Adarsh Gram Yojana (SAGY) scheme places equal stress on uplifting and upholding the Nation’s pride - the rural parts of India. The selected villages will be meticulously hand-held by the MP’s and the other key stakeholders such as the Gram Panchayat, Social Grassroots, Villagers in helping turn the villages to Adarsh Grams or Model Villages. Through this programme India strives to become a better nation.
The purpose of the Saansad Adarsh Gram Yojana (SAGY) is to transform rural Indian villages into model communities by providing essential amenities and improving the overall quality of life for their residents.
Certainly, the MPs take the lead in identifying and focusing efforts on communities that require urgent attention under the Sansad Adarsh Gram Yojana (SAGY). Their dedicated work aims at enhancing the living conditions and development of these specific areas.
Villages under SAGY are selected by Members of Parliament based on their discretion and consultation with local authorities and communities. This process prioritizes areas with significant development needs.
SAGY focuses on a wide range of projects, including infrastructure development, healthcare, education, sanitation, and skill development. The specific projects are tailored to meet the unique needs and priorities of each adopted village.
